For Your Lordship's information the enclosed copy of a report by the Attorney General in regard to the points raised in the correspondence forwarded therewith on the subject of

the Morphine Ordinance, 1893. As stated by the Attorney General, these points appear to have no application to the Bill in the amended form in which it was passed by the Council.

The Bill was so greatly altered that I do not think it open (as passed) to the objections mentioned in the correspondence. The subject was difficult to deal with and the Bill was very carefully considered by me after first reading and I consulted those I thought best qualified to advise what amendments were required during the fortnight which elapsed before the second reading. I invited criticism and acted upon the criticism I received and moved myself the amendments which altered the Bill into the final form it assumed when passed. Probably the writers would not object to the Bill as passed, at all events Mr. Humphreys, the Manager of Watson & Co., expressed to me his satisfaction with the amendments I proposed.

P.S. The sale of Chloroform is not affected by the Ordinance.
